The question the 2025 forum was built around, and what it set out to achieve.
SIGF 2025 was convened under the theme “Shaping Somalia's Digital Future: Inclusive, Secure, and Resilient Internet Governance”. The theme underscored that connectivity alone is not enough to drive meaningful digital transformation — robust governance frameworks, the protection of digital rights, inclusive participation and ethically guided innovation matter just as much.
The forum was deliberately aligned with Somalia's National Transformation Plan (2025–2029), which identifies digital transformation as a key driver of economic growth, service delivery, governance reform and social inclusion.
- Provide a neutral national platform for dialogue on internet governance priorities
- Strengthen collaboration between government, the private sector, civil society, academia and the technical community
- Promote rights-based and inclusive digital policies
- Address emerging challenges related to AI, data governance and content moderation
- Ensure Somali perspectives are reflected in regional and global IGF processes
