Expected Outcomes

The forum concluded with a national consensus on priority reforms, infrastructure investment, ethical technology adoption and sustained multi-stakeholder collaboration. Its outcomes inform Somalia's engagement with regional and global IGF platforms and national digital policies aligned with the National Transformation Plan (2025–2029).

The following policy actions and recommendations reflect the collective insights that emerged from the two days of discussion.

• Institutionalise inclusive, multi-stakeholder consultation as a routine part of digital policy development and review
• Formally document, track and reflect SIGF outcomes in national digital strategies, regulatory reforms and implementation plans
• Accelerate legal and regulatory frameworks on data protection, cybersecurity, online safety and consumer rights
• Strengthen the technical, legal and institutional capacity of regulators, law enforcement and the judiciary
• Implement the National Artificial Intelligence Strategy (2025–2030) through phased, context-sensitive approaches
• Embed ethical principles, transparency and human oversight in the design and use of AI systems
• Promote meaningful inclusion of women, youth and marginalised communities in digital policy and innovation
• Support the creation, preservation and visibility of Somali-language digital content, datasets and knowledge resources
• Integrate digital literacy, critical media literacy and Somali-language digital skills into education
• Expand and sustain initiatives such as the Somali School of Internet Governance
• Encourage private-sector investment aligned with national digital priorities and consumer protection standards
• Strengthen Somalia's participation in the Africa IGF and the Global IGF
