The Ministry of Communications and Technology (MOCT) leads the policy framework, while the National Communications Authority (NCA) oversees licensing, spectrum allocation, market regulation, and competition management.

Through progressive regulation, the NCA is driving innovation, investment, and resilience across the ICT ecosystem — ensuring Somalia remains a competitive and inclusive digital hub in the Horn of Africa.
